If you want 99 range you have came to the right thread.
It is pretty simple but a weird start.
First you need to go to ::shops and trade with "Lowe" and buy Oak shortbow (Longbow and crossbow doesn't work Atm).
Usually you can't use a Oak bow until level 5 but it lets you anyways.
You just use oak bow until 40-50 at least then go back to ::shops and trade with "Bob" and buy throwing knives (mith, addy, and rune).
Then you just use rune throwing knives until 99 and get a great cape.
